The commute

Twenty minutes from Lisbon by ferry.

Seixal sits on the south bank of the Tagus, across the water from the city. The ferry terminal is a twelve-minute walk along the bay. From there the crossing takes twenty minutes and arrives at Cais do Sodré — no traffic, no bridge and no parking.

For foreign buyers

Buying property in Portugal.

Foreign buyers purchase property in Portugal on the same terms as residents, with no restriction on nationality and no minimum stay. The full process is set out below.

  1. Get a NIF

    A Portuguese tax number. You cannot buy, open a bank account or connect utilities without one. Any citizen of a country outside the EU also needs a fiscal representative resident in Portugal. Expect a few hundred euros a year.

  2. Open a bank account

    Not strictly required, but it makes paying the taxes, the notary and the utilities far simpler.

  3. Instruct a lawyer

    Independent of the seller. They check the land registry, the licence of use, the condominium accounts and any charges on the property. Typically 1% of the price.

  4. Sign the CPCV

    The promissory contract. A deposit — usually 10% — changes hands. If the buyer pulls out, the deposit is lost; if the seller pulls out, they repay double. It is binding.

  5. Pay IMT and stamp duty

    Both are paid before the deed, not after. The figures for this property are set out below.

  6. Sign the escritura

    The deed, before a notary. Keys change hands the same day. Typical time from CPCV to deed is one to three months.

Two things you may have read that are no longer true. Buying residential property in Portugal has not qualified for the Golden Visa since the Mais Habitação law of 2023. And the non-habitual resident (NHR) tax regime closed to new applicants on 31 December 2024; the scheme that replaced it, IFICI, is aimed at researchers and certain qualified professionals and does not cover pensioners or people living on passive income.
